The plan was simple: to showcase better equipment along with a smarter assistant. The problem is that the software is not keeping up.

Chaos in availability and a difficult decision

This suggests that Apple is in limbo. The hardware is ready, but the company does not want to launch without the full set of features. At some point, Apple will have to decide whether to keep waiting for Siri to be perfected, or release the devices without these new features.
